Media Buying Agency Fees: % of Spend vs Flat vs Hybrid

Agencies typically charge a percentage of spend, a flat monthly fee, or a hybrid with a performance bonus. The right model depends on how fast you're scaling and how reliable your tracking is.

The three models you will be quoted

Almost every agency fee reduces to one of three structures. None is universally best — the right one depends on how fast you are scaling and how reliable your measurement is.

Percentage of ad spend

You pay a set percentage of monthly ad spend, usually with a minimum. It scales naturally as you grow and keeps the agency incentive tied to deploying budget efficiently. Percentages typically decrease at higher spend tiers, so the effective rate falls as you scale.

Flat monthly fee

A fixed monthly fee based on your spend tier and number of channels. Best when budgets are stable and you want predictable costs. It decouples the fee from spend, so scaling does not automatically raise what you pay.

Hybrid / performance

A lower base fee plus a bonus tied to agreed KPIs such as ROAS, CPA or revenue. It aligns incentives tightly — but only works when tracking is trustworthy and unit economics are clear, otherwise you are paying bonuses on numbers nobody trusts.

How to choose

  • Scaling fast across channels → percentage of spend
  • Stable budget, want predictability → flat fee
  • Reliable tracking and clear margins → hybrid
  • Whatever the model, confirm there are no media markups on top
